This is partially true. Professional musicians (popular music) make most of their money from touring and playing gigs, not album sales. It is the record labels that directly lose money due to illegal downloading.
But illegal downloading does need to stop. On the flip side, the outrageously high prices need to stop as well. $16 for a CD ($30+ for a DVD) that costs less than a $1 to make... that is just gross. They also need to find better ways to sell their product. The vast majority of people who want and download anime/music are young, many under 18.
SOLUTION A: Use pre-paid credit/debit cards that you can buy in any drug store. However, all online vendors need to be able to accept them. Some will not take payment that doesn't verify to a name and address. For example, I could NOT use my Christmas gift card to buy something from CDJapan. >:(
SOLUTION B: Make the product available faster and provide it for download/streaming online, especially with anime. There are secure ways to do this. They might be a bit of a hassle, but they can work. Verizon has the right idea with their V-Cast service. We need more companies to implement sales strategies like that.
The anime/manga industry is slowing down... and it needs to. There is just too much out there to sell. Heck, there is plenty of classic material out there that people are not even aware of! Look at the wonderful Matsumoto titles!!

And musicians like me who are on independent labels make even less (= nothing) At least I love what I do and never had an expectation or need to be famous. Still, it would be a sad world when nobody feels compelled to make music anime or any other art anymore. That's a place I fear us reaching sometimes.
I can make music for free (for the most part) but can someone afford to make anime for free and not care about making any money from it?
I also agree that prices can be outrageous. It's a shame and it's a loop. A says "we have to charge so much because people steal. B says "if you didn't charge so much, people wouldn't steal." I really don't know how we get out of it all.
