Not officially, at least.

Magical Emi is the third of the great studio pierrot mahoushoujo shows.

Creamy Mami,
Magical Fairy Pelsia,
Magical Emi,
Pastel Yumi.

Sadly, most groups give up after subbing one or two episodes of a not-popular-enough series.

Here's another one, some group 'FoT' just put out ep. 1 of Ojamajo Doremi.

Like Magical Emi it is a true Mahoushoujo (magical girl) storey -- it doesn't involve trying to save the world or some bogus plot like that, it has a real plot and character designs may be a bit too recent ('digimon'-ish) but it's cool nonetheless.  Hope it's not another one of those orphaned releases of 1-2 episodes by an unknown group, at least.

At one time Ojamajo Doremi was licensed by some hack-job company who was going to release it to TV dub-only, but that must've fallen through, heard that years ago and still have no seen no real sign of that.
